If I want to play all 49 numbers covered in multiple small wheels what would be the best methods to assure that I can trap all 6 numbers? Here is an example wheel:

Let's say I want to replace the numbers with the rest of the 49 in such a way that I have covered all numbers economically and effectively? How would I expand this wheel?

It is NOT impossible,
but your Groups shall be greater then 6 Numbers!
So what it shall be?
